Book excerpt: How regions and cities adapt to a Network Society and a globalized environment, the policies they pursue and how structures of governance are transformed in the pursuit of those policies are major themes in this volume. These issues are addressed with specific reference to the Nordic regions of Europe. Covering the four Nordic countries of Denmark, Finland, Norway, and Sweden plus the Faroe Islands, this volume charts the changes in networking activities and related development initiatives that have taken place over the last ten years. This means analysing regions in their pursuit of new policies, partnerships and styles of representation. Through this process regions are becoming partners and players in European integration and a movement of integrative regionalism is taking shape which is different from inward looking identity regionalism or self-centred competitive regionalism and takes regions beyond lobbying in Brussels.

Book excerpt: For over a millennium, Asia and the Middle East have been closely connected through maritime activities and trade, a flourishing relationship that has given rise to new and thriving societies across the Indian Ocean region and Arabia. In recent times, with the global political and economic power shifts of the past decade, significant events in the Middle East and Asia have brought about fundamental global change; the Arab uprisings, the emergence of India and China as powerful global economies, the growing strength of various new Islamic movements, and serious financial uncertainties on a global scale have laid the foundations of a new world order between East and West. The current volume examines this renewed global dynamic, and how it is changing the relationships between the interdependent global communities across Asia and the Middle East. Focussing on the broader aspects of finance and trade between the Middle East and Asia, as well as growing security issues over natural resources and questions of sovereignty, this volume concludes with speculations on the growing importance of Asia and the Middle East in the global setting.

Book excerpt: Global climate governance has presented problems that have led to failures, yet it has also opened the door to new transregional governance schemes, especially in North America. This book introduces an environmental dimension into the concept of governance. Almost fifteen years after the climate global governance concept emerged, results worldwide have not been as favorable as expected. This book details previous discussions about the concept of global climate governance and its limits. It highlights how the Kyoto Protocol has a limited design taking into account a national approach to global, regional, and transnational problems, had no obligatory mechanisms for implementation and explains the emergence of new polluters not committed under it such as China and India. Furthermore this book explores other levels of authority such as regional institutions - the North American agreement on trade (NAFTA) and on environment (NAAEC), as well as the regional energy working group (NAEWG). The author puts forward a theoretical proposal for re-territorialization and coordination of policies for climate change into new forms of articulating interests in what she terms transnational green economic regions (TGERs) and tests this on two case studies - the Regional Greenhouse Gas Initiative (RGGI) and the Western Climate Initiative (WCI). This study presents the challenges and opportunities of a transregional approach in North America.

Book excerpt: As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Overall, this report provides the data and analysis to help countries weigh the balance of different policies to expand their higher education systems.

Book excerpt: The quality of life in Canada ranks us among the top countries in the world. But are those things which make the country so uniquely livable, affordable health care, education, and economic growth, still thriving? The agenda of the 1997 symposium of the Royal Society proceeds from the question introduced in the 1996 conference 'Can Canada Survive?' also published by the University of Toronto Press. Six papers, given by experts in their respective fields, unflinchingly evaluate the institutions which are responsible for national well-being. They assess the strengths and expose the flaws in the areas of health care, science and technology, education, and the economy. The failure to fund basic medical research at a level commensurate with the research efforts in other G7 countries hampers our health care system and imperils economic growth and job creation. Canadian pupils rank at or above international averages in most categories of science and math, but are underrepresented in the highest levels of achievement. Lagging productivity suggests an urgent need for mechanisms which encourage innovation, adaptation, and personal growth in the work force. Sometimes disturbing, sometimes reassuring, the results of this symposium offer a valuable corrective to the placid, self congratulatory stance Canadians risk taking in respect to national life.
